The exterior of the Memorial has considerable deterioration. Architectural and structural engineering plans have been completed and describe the project as follows: Brick removal, steel column repair and steel lentil removal and repair.

Also, brick in-fill at existing openings, cast stone patching and replacement, brick and cast stone cleaning and repointing, concrete slab removal and replacement at entry, brick and structural clay tile partial removal and replacement, tin cornice removal for new and salvaged metal cornice installation, parapet roofing, historic window repair and new front doors.
